Job Description
I. Funding Standards and Quotas
The National Funded Program is divided into three tiers: A, B, and C, with a funding period of two years.
- **Tier A** corresponds to the Postdoctoral Innovation Talent Support Program (hereinafter referred to as the "Boxin Program"). This program, aligned with key scientific research bases such as national laboratories, targets national major strategies, strategic high-tech, and frontier fields of basic science. It selects outstanding recent or newly graduated doctoral students to engage in postdoctoral research at domestic postdoctoral stations. The funding standard is 280,000 yuan per person per year, with an additional one-time supporting research fund of 80,000 yuan from the China Postdoctoral Science Foundation. It is planned to fund 500 people in 2025.
- **Tier B** has a funding standard of 180,000 yuan per person per year, with 1,000 planned recipients in 2025.
- **Tier C** offers 120,000 yuan per person per year, and the number of recipients will be determined based on the annual funding budget.
Recipients of the National Funded Program (including Tiers A, B, and C) must apply for the Postdoctoral Research Performance Evaluation and Assessment Funding before completing their postdoctoral term (typically between 18 months after receiving the funding and the end of the funding period). The Office of the National Postdoctoral Management Committee and the China Postdoctoral Science Foundation will provide one-time funding to selected recipients. This evaluation funding is divided into three tiers: 100,000 yuan, 60,000 yuan, and 40,000 yuan per person, with the number of recipients determined by the annual funding budget.
### II. Application Eligibility
#### (1) 2025 Boxin Program (Tier A of the National Funded Program)
Applicants must be individuals planning to enter or who have recently entered a postdoctoral position in 2025, and meet the following criteria:
1. Uphold the Constitution of the People's Republic of China, abide by national laws and regulations, and possess good moral character.
2. Demonstrate high academic standards and strong research capabilities, with no record of research misconduct.
3. Born on or after January 1, 1993; obtained a doctoral degree within the past 3 years.
4. The research project must fall under natural sciences (classified projects must be declassified). Basic research should focus on fundamental science, interdisciplinary theories, and frontier fields such as artificial intelligence, quantum information, integrated circuits, life health, brain science, biological breeding, aerospace technology, and deep earth/sea exploration. Applied research should target new-generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, as well as aerospace, marine equipment, digital economy, and major engineering/ generic technologies in various fields.
5. The postdoctoral supervisor must be a high-level expert with profound academic attainments, capable of providing a high-quality research platform. Preference is given to applicants associated with national major science and technology projects, national strategic science programs, national laboratories, or key state laboratories.
6. Applicants planning to enter a postdoctoral position must hold a full-time doctoral degree, with recent doctoral graduates prioritized under equal conditions. Recent graduates must have met the basic requirements for doctoral dissertation defense, preliminarily selected a postdoctoral supervisor, and jointly developed a research plan with the supervisor.
7. Recently admitted postdoctoral researchers must have entered the position on or after March 1, 2024; must not have applied for the Boxin Program during their current postdoctoral term or received recommendations for Tiers B/C of the National Funded Program; and must apply through the postdoctoral research stations/centers of National University of Defense Technology.
8. In-service postdoctoral researchers are ineligible. Selected individuals must engage in full-time postdoctoral research at the host institution and transfer their personnel relations (including personnel, salary relations, and personnel files) to the institution.
9. Returned overseas doctoral graduates and foreign doctoral graduates are ineligible.
10. Individuals already selected for programs such as the China Association for Science and Technology Youth Talent Support Program (excluding doctoral student special programs), Hong Kong Scholars Program, Macao Young Scholars Program, Sino-German Postdoctoral Exchange Program (excluding academic exchange programs under the International Postdoctoral Exchange Program), or other national talent programs are ineligible. Within the same station, applicants may simultaneously apply for the Boxin Program and the China Postdoctoral Science Foundation's Special Funding or Joint Funding, but cannot receive both.
#### (2) 2025 National Funded Program Tiers B and C
Applicants must be individuals planning to enter or who have recently entered a full-time postdoctoral position in 2025, and meet the following criteria:
1. Hold Chinese nationality (including residents of Hong Kong, Macao, and Taiwan), uphold the Constitution of the People's Republic of China, abide by national laws and regulations, and possess good moral character.
2. Recruited independently by a postdoctoral research station (excluding those jointly recruited with postdoctoral research centers).
3. Demonstrate high academic standards, outstanding research potential, and work performance, with no record of research misconduct.
4. Born on or after January 1, 1989.
5. Recently admitted applicants must have entered the position on or after March 1, 2024. Applicants planning to enter must have obtained a doctoral degree or met the basic requirements for doctoral dissertation defense (provide proof of degree approval or defense resolution from the degree authority).
6. Individuals already selected for the Boxin Program, Hong Kong Scholars Program, Macao Young Scholars Program, Sino-German Postdoctoral Exchange Program, or other postdoctoral recruitment/secondment programs (excluding academic exchange programs under the International Postdoctoral Exchange Program) are ineligible for Tiers B/C. Eligible individuals cannot receive both Tiers B/C and the aforementioned programs in the same year.
7. Applicants may apply only once per postdoctoral term; in-service postdoctoral researchers are ineligible.
### III. Application Procedures
The 2025 National Funded Program will open for applications on February 20 and close on March 20. Applicants must submit online through the Military Postdoctoral Management Information System on the Qiangjun Network. Expert reviews will be conducted from April to June: the Boxin Program will undergo one round of peer review and one round of panel review, while Tiers B/C will undergo one round of peer review. Applications for the 2025 Postdoctoral Research Performance Evaluation and Assessment Funding will close on August 31, with one round of peer review in September.
### IV. Requirements
1. Applicants eligible for both the Boxin Program (Tier A) and Tiers B/C may apply for both simultaneously.
2. Applicants who pass the peer review but are not selected for the Boxin Program (Tier A) may receive Tier B funding if they: (a) are full-time postdoctoral researchers recruited by a postdoctoral research station (excluding those jointly recruited with postdoctoral research centers); (b) are employed by the same institution as stated in their application; and (c) applied for and received institutional recommendation for Tiers B/C.
3. Selected individuals must apply for the Postdoctoral Research Performance Evaluation and Assessment Funding before completing their postdoctoral term (typically between 18 months after receiving funding and the end of the funding period) (see Annex 3: Work Arrangements for the 2025 Postdoctoral Research Performance Evaluation and Assessment Funding). The Office of the National Postdoctoral Management Committee and the China Postdoctoral Science Foundation will provide one-time funding to selected recipients. Information provided in the National Funded Program application will be used as a basis for the evaluation. Selected individuals who fail to apply will not be permitted to complete their postdoctoral term.
4. For the Boxin Program, there is no restriction on applicants entering the same first-level discipline at their current institution with their doctoral supervisor continuing as their postdoctoral supervisor.
5. Selected individuals planning to enter a postdoctoral position must complete enrollment procedures at the declared institution within 3 months of receiving the selection notice, conduct research under the selected supervisor, transfer their personnel relations (including personnel, salary relations, and personnel files) to our university, and engage in full-time postdoctoral research. Failure to enroll within the deadline will result in automatic forfeiture of the selection.
6. Recipients of the Boxin Program are ineligible to apply for the China Postdoctoral Science Foundation's Special Funding or Joint Funding during their current postdoctoral term.
